Usage Note 41567: ERWIN format model change

In previous versions, SAS® recognized user defined properties, UDPs, on a column. It was on the column that the format or informat would be declared by defining a UDP named SASFormat and/or SASInformat.
With the new fix, a SASFormat/SASInformat UDP may be defined on a domain in Erwin and it will be applied to each column associated with the domain.
